It appears that the two allen key holes on the crank arms are stripped. No Allen key would fit. Am I missing something here? The bolts look like they have been previously stripped. Am I screwed? Could I just drill them out if worst came to worst? How do I tell if the bottom bracket is french/italian or standard? I'm hoping it isn't french because I can't afford a new one.

Do you actually mean the allen head is rounded off? Please post a picture. Who would've rounded out both crank bolts?

If your cranks are Nervar-"star" than the allen holes are just to remove the dust cap over the crank bolt(which is a hex head). You can remove the dust caps using a slotted screw driver gingerly tapped into the stripped allen holes and carefully remove(you may want to use a thread cutting solvent prior to this to loosen the threads). If the hex heads on the crank bolts are shot, a long nosed vise-grip or similar may be the trick-but only use as a last resort, cause this may finish those heads permanently. Try a socket first.
