Cell phone scrambler? Similar.
Actually, it is a mind molester. Ever notice how when somebody is making a call nearby, speakers react to that frequency and make a noise? :D ;)
A teacher of mine knows this, and gets all suspicious when this happens, and searches for cellphones. I want to have fun with silicone and solder on a dull day.

Design requirements? Simple. Run off a 9v battery would be nice. Other than that, just crank out those signals. I made one to block once to block 100mhz signals, and used a little crystal oscillator. BUt I did not find any for 850 :(
