Ullrich may be (and probably is) guilty, however, the Swiss Cycling federation, the UCI, and WADA have acted foolishly during the recent doping scandal. On the other hand, this move seems like a meaningless gesture to "punish" the Swiss Cycling federation.
This move might, however, change his legal status in the current police investigations into actions associated with his doping by Swiss and German police. Austria is a member of the EU and as a resident of that country Ullrich may have different legal protections than he did as a resident of Switzerland (non-Eu). This move may have more to do with future legal battles than the PR statement he made regarding cycling. The twists and turns in this case are sure to be interesting to watch in the future.
