On a traditional crossbike? I wouldn't try it. No rack and mudguard mounts.
On something like Soma Double Cross, Surley, Gunnar Cross Hairs etc...yeap. Go for it.

What's the problem with not wanting a real Touring bike? They're generally more easy to get used and a whole lot cheaper on the market.

I'm guessing so, now that I re-read the OP. Multi-year tour w/ BOB, prolly better off with a pure touring bike, like a Trek 520.
i'm eyeing this (http://www.bianchiusa.com/07_axis.html) as a multipurpose cross/touring bike

Short wheelbase, low bar, dropped posture. That's a good cross bike and a lousy touring bike. Believe me.
