The sealant in the tire forms a new piece of rubber or rubber like material that plugs the hole. As with all chemical reactions, they are sensitive to temperature. Lower temperature means that the polymerization takes longer. I suspect that the puncture would seal but it might take longer for the sealant to completely fill the hole. There is the possibility that the material in the tire could freeze if the temperature were low enough but that would depend on the composition of the sealant.
