My wife doesn't cycle due to a medical condition. Are there any tour operators who offer packages where one person per a couple cycles, and the other one takes a tour bus, and they meet up in a coordinated manner throughout the day, look at sights together, have meals together, then stay in the same accomodations at night? Ever heard of anything like that?

I think that you will find that all organized tours have a bus/van that travels along each day and provides the option to pedal or ride in the bus. Your wife could just opt to ride the bus every day. Just call one and ask them about it.
