I plan to replace a set of dropout in an old steel frame. The frame is currently painted and the paint is in decent shape so I would like to keep as much as possible. How far up the stays do I need to remove the paint to avoid toxic paint fumes from the brazing?

About 3 inches should be enough. Hacksaw the old dropouts off first leaving small pieces in the seat and chainstays. Remove each piece one at a time.
