I'm looking for a source of pedal spacers... I got a set from Harris but can't use them, no way to tighten the pedal onto them. I use Keos on my road bike, which tighten with an 8mm key and the spacers Harris sells are solid. Anyone know where I can get a set that's hollow, presumably made of high-tensile steel or similar (like titanium)?

I don't doubt you at all and have never seen the Keos. But if I look at a picture, it looks like a spot for a normal 15mm pedal wrench.

My Keo Sprints look the same. On mine the narrow part is just the axle, and it's round. The fatter part is the pedal itself, and rotates around it. Nowhere for a wrench to go, and nothing to grip...
I can use the Harris spacers on my errand bike with eggbeaters, but it's the road bike I really need spacers on. :(
Edit: maybe there's a way to disassemble the pedal and apply a pipe wrench to the axle, then reassemble around it...
Sounds easier to get the spacers drilled, if they aren't hardened...
Are the pedal spacers from Highpath Engineering solid?

Highpath says... Pedal Extenders can be used with any pedals that are installed with a spanner. Oh well, doesn't look good for the home team. I may just have to bite the bullet and get different pedals.

Just to wrap this up... The wide part on the pedal axle is a flange that goes up against the crank arm. I filed down two sides of this flange to create two flat surfaces 15mm apart, perfect for a Park pedal wrench. The wrench is narrow enough to fit between the pedal and crank or spacer. A regular wrench won't fit. This gave me a handle on the axle to tighten it up. Probably only works with the Sprints since they have steel axles, although it's possible the same might be doable with a Ti axle. (Never worked with Ti.) The axle steel is surprisingly soft, so is easily filed down. It's clearly not CrMo but just some plain tool steel or such. The flip side is that it deforms easily under the wrench making it important to not overtighten. The softness of the steel also makes excess handling an issue -- the pedals will only be able to come off and go back on a limited number of times. The good thing is once the right spacer length is known the pedal can be loctited permanently (more of less) to the spacer and considered a single unit. The Kneesaver spacers that I use are ridiculously heavy though, a spacer probably weighs the same as the pedal! But if you need them you need them... and until someone makes them out of CrMo, Ti, or equivalent, there isn't much in the way of choice. (Or at least drills them out, but I'm not sure how strong the steel is and whether it will hold up to that.)
My plan B was to replace the Keo Sprints with Ultegras, which have a nice 15mm axle bolt. (The Dura-Ace, like Keos, don't.) I may still get a pair of Ultegras eventually, but at least for now I can use what I already have.
