I read somewhere that a bar-end setup can be upgraded from 9 to 10sp (shimano) by simply upgrading to 10sp bar-end shifters. Is this correct?

Nope. New shifters, new cassette, new chain. New rear derailleur, and new chainrings not totally necessary in most cases, but beneficial.

Ah. Duh. Cassette and chain make perfect sense. Why RD and chainrings?
I don't think you will need a new RD or rings.
I think you can adjust the RD once you have the new shifter. People like to put new cassette and chain rings whenever the get a new chain. supposed the help them wear the same amount. look up sheldon brown, he has a whole article on it. i don't think its that big of a deal
