On my dads fixie. What tools do I needs to buy to tighten it? Why is it wobbling?

could be the cones are loose, in which case you will need some cone wrenches to fix it.

It's outta true, or the rim is bent. If it's just a true issue, then get a spoke wrench and learn how to true it up (ask a bike mechanic to show you or try to follow some nice, detailed instructions). It's a useful skill to learn. If the rim's bent then often there's not much you can do.

How much would a mechainc charge to fix this? I think thats what is wrong.

You could do it yourself. Read up on how to do the adjustment. It's not really difficult.
