I'd recommend clipless, and this is the cheapst combo I've seen.

However, if you want to try clips and straps first, I've got a set of Shimano 105 pedals with plastic clips (cracked and should be replaced) and straps that you're welcome to have.
When I was your age (geeze, did I really just say that?) I used clips and straps with tennis shoes for a long time before I got my first pair of cleats.

Get the Shimano 105 SPD-SLs at probikekit.com. $38 including shipping. Great road pedals for the price.

Specialized has a sale for the Body Geometry Sport shoe for $44 at their web page. I haven't used that shoe, but have been impressed with every BG product I have used.
