is there such lugs? designed for 8-11mm tubing and angled for pannier use?

it would be very great if there was.

you could just braze em with out jugs. just make sure your fit up is tight.

What are you worried about bending, or Joining? You can get a bender to make a rack for what a set of lugs would cost even if they were made. There are stock plumbing benders that bend 3/8th . Rigid makes quite a few models.

There are more joints and angles in the average rack, than in a frame, and there aren't anotomical issues to limit unbridaled creativity. So I don't see lugs coming any time soon.
