are they the same thing?
would a 26x1 work well in place of a 650c wheel?

Check out Sheldon's page on rim sizes (http://www.sheldonbrown.com/tire-sizing.html)
The 650C is 571mm and the 26x1-2.3 is 559mm. 12mm difference or a little under 1/2".
