Commuting - Blackburn custom eyelet kit for rack

Hi,

I have a question about mounting a rear rack on a norco mountain bike that only have eyelets up hear the seatpost, but not down at the dropouts. Blackburn apparently makes kit called the CE-01 Custom Eyelet Kit, but I can't figure out for the life of me how it works.

They just look like washers. To what do I attach them? Do I drill holes in the frame to accomodate them?

I'd use a rack like the Old Man Mountain Cold Spring (fits on the quick-release skewer) but I have no desire to put $130 worth of rack on a $100 winter commuter.

I've never used this, or even seen one, but I think what is missing from the picture is some sort of band that wraps around the seatstay.

Just because I've nothing better to do, here's an old patent document for a rear rack that shows what I think it is. The "band" would be part #90 on pg4.

I have used these. To fit them you need to have a triangular space in the rear dropout. As best I can recall, the "washers" fit on either face and the bolt holds them together and attaches the rack struts. The black things are grommets that fit between the washers and the dropout.
