Hi,
I have a question about mounting a rear rack on a norco mountain bike that only have eyelets up hear the seatpost, but not down at the dropouts. Blackburn apparently makes kit called the CE-01 Custom Eyelet Kit, but I can't figure out for the life of me how it works.

They just look like washers. To what do I attach them? Do I drill holes in the frame to accomodate them?
I'd use a rack like the Old Man Mountain Cold Spring (fits on the quick-release skewer) but I have no desire to put $130 worth of rack on a $100 winter commuter.
