I just bought a street/flatland bmx bike.
The last I worked on a bmx bike has been around 6 years ago. I am trying to move my rear wheel back and forth to tighten the chain yet even though the axle pegs and axel nuts are totally removed it is still difficult to move the wheel.

On the outside of the rear dropouts and on the axle is a huge chrome washer. This perhaps ads leverage to the weight on the pegs and protects the frame?

On the insides of the rear dropouts, on the axle is a jagged toothed looking washer. The teeth must bite into the dropout for added traction.

I think this is the culprit.
Any ideas?
