I hope this isn't a dumb question. How much should it move, also how tight should it be? Whenever I spin my back tire, the cassette wobbles slightly as the wheel spins, is this normal? or should it be tightened?
The casette should not wobble. Something is bent. What could be loose? If something is loose, then it was either installed incorrectly or it's about to self-destruct.
Please, give some details on the bike.

How old is your bike/cassette? In the 'old' days, before splined cartridges, the old screw-on free-wheels always wobbled a bit when you spun the wheel and the cogs were free-wheelin'. Even with pretty expensive ones. The new splined cassettes don't do this except maybe just a little.:)

This weekend I got a new rim, and tire for the rear. after the rear tire was installed, the mechanic at the shop, spun the cassette on by hand and it seems to be pretty tight, I have tried to turn it by hand with no luck, I must have a screw on freewheel, one of the older ones.
