I'm not sure I completely agree with all the figures and distances being thrown around at the beginning, but a pretty good read.

Interesting, although to me it seems sufficient to say bikes have the same rights and responsibilites as any other vehicle on the road. That includes the responsibility to produce or reflect light when natural lighting is inadequate.
I've never understood the distance requirements. 1000 feet is more than 3 football fields! I'd much rather illuminate a wide sector at 200 or 300 feet than present an irrelevent pin point to cars over a block away.
