Commuting - Recommend a rear blinkie that fits seatstays.

I prefer the blinkie getting a seatstay mount over using the seatpost. Easier to have a seatbag attached without the light having to squeeze into the now crowded space.
Performance has the headlight/tail-light combo on sale for the Cateye lights, the EL500 in the front and the TL-LD170 for the rear. Does that rear light attach to the seatstays, or just to the seatpost??

A good thick rubber shim (where's Merton when you need him?) ca be helpful in adapting the light to you seat stay. I've used chuck cut from those heavy rubber plumbing connectors.
My recent blinkie purchases have been Onguard 3 LED Taillights (http://www.amazon.com/OnGuard-LED-Taillight-AAA-Black/dp/B000IQ9P4S/sr=1-2/qid=1165004428/ref=sr_1_2/102-8562780-0727356?ie=UTF8&s=sporting-goods) which come with two brackets, one suitable for seatposts, the other for seatstays.

If you don't have a rear rack, the PB blinkies come w/ two different sized collars, one for the seatpost and one for the seatstay.

Basically worthless. I had a pair. Not so bright, single LED. Eventually they stop working.
but still worth adding as a suplement as its 'free' space to use and they are cheap and are the widest points on bike. a PBSF will massively overpower them though.

The Blackburn Mars 3.0 works pretty good on seatstays as well.

If you look at brackets or make something simple, any light will fit on any seatstay.
Go to the Cateye web site and look at all the different sizes, and the nice universal size clamp they have. The universal one has a bolt hole for a light bracket and then works like a zip tie. Take a close look at this picture.
