Bicycle Mechanics - Bottom bracket question

I have a old Le Mans Centruion bike, it has Sugino Crankset Gp 130, not sure what the manufacture of the bottom bracket is. The bottom bracket does not turn very smoothly so I figured is good time to learn to work on it, or replace it either one. So pulled crank arms no problem their. Got the non-drive side off and the axle pulled out. Grease looks like mud almost.. On the drive side the it has 4 notches, but I can't get it out. Do I have to buy a special tool for this? I tried using a wrench did not work very well can't get a good hold.
Also their is no markings on whether it is 63/73.. or length of the axle.. The axle is just black metal with this plastic thing in the center probably to protect it I'm assuming.. Oh yeah if it makes a difference there where standard bolts that screw on the bottom bracket rather then bolts that screw into the bottom bracket like I am used to on my new bike.

I got it off!!!! I tried once more with a wrench and got it out of their!!! I knocked half the ball bearings out in process though. I think I'll just replace it :) Any way I can tell what size I need, I don't see any markings.

Using a metric measuring device, caliper preferred, measure the bottom bracket shell on your frame from edge to edge. It will either be 68 mm or 73 mm. That will tell you one thing, the other would be to measure the spindle from end to end again in millimeters. That will give you the two measurements you need. Take those to your lbs and tell them you want a sealed cartridge bottom bracket in that size.
