It looks like a nitto dynamic stem.

i've got a 3t/citta di bassano stem going spare that looks like that.

will post a picture of it when i find it.

Stem-photo shows too little. Any of 1000 classic looking stems. I have a ttt that looks like that.
Finish-photo shows too little. My guess is "rust".

looks like some faded black anodizing..
reminds me of this stem i finally got rid of days ago after posting a couple times in the trade thread..
i think it was marked 'Cyclo'
