I hope this e mail finds you well and that your Christmas was wonderful and your New Year will be also. I am a member of the bicycling club The Orange County Wheelmen. Our club is proposing to the State of California and the Department of Motor Vehicles a "Share the Road" license plate. This plate will not increase taxes. Each special license plate sold would provide funding to support the Share the Road Education Fund in making roads safer in California.
There is a online petition that has started in order to get the ball rolling on this license plate. You know how excited and passionate I am about cycling and your signature on this petition would mean a lot to me. It really is no skin off your back at all, it just supports bicycle education to help decrease the number of bicycling/runner related deaths caused by motor vehicles. Please click the link and read the petition, then decide if you would like to sign.
Colorado is in the same process. Check out their proposed plate (http://bicyclecolo.org)

Let me applaud all of the efforts that are made to make bicycle riding safer and I mean no disrespect to anyone or their efforts, but I will offer some comments on my own experiences.
Internet petitions have very little clout. All it ends up being is a list of names, however manufactured. If the subject is meaningful, it may get your assembly person’s attention. But the list of names, really doesn’t add to the interest.
How many of you that have responded to this petition have contacted their assembly person regarding bicycle issues (laws or funding)? If you individually contact him/her, it will have much bigger impact. You normally will be contacted by staff, but they will listen to your concerns and do their best to forward them. If having difficulty locating your representatives, start here http://www.assembly.ca.gov (http://www.assembly.ca.gov/) and click “Find my District” on the right. My representative is Audra Strickland and she has been very helpful. Here is a good question, “how much money is allocated to bicycle projects in your district and how is the money spent”. Some research I have done showed that some money earmarked for bicycle projects went to sidewalk wheelchair ramps.
You generally will have more impact if the nature of your cause is safety. However, California is really remiss about some items. e.g. Assemblyman Pedro Nava’s (D-Santa Barbara) Bill 1942 mandating a 3 foot distance between a bicycle and passing car never made it out of committee. If you indicate that you are a bicycle commuter, their ears pick up a bit more than if you are an enthusiast. Starting out with “I wish to commute to work but….” is better than “On my Saturday group ride ….”. Yes, I know, it should not make a difference.
For city issues, contact your City Council and let them assign the task of research to staff. If you contact staff directly, you will not get as thorough a consideration. If it is a state highway (even running through your city) you will need to contact your state assembly person, the city has no control. Unincorporated areas go through the County Supervisors.

+1 to most of Jim's comments. Also, I'm surprised that OCW is going it alone, rather than working with the statewide cycling advocacy organizations, who would have a better chance of having the right contacts with the legislature, Caltrans, and the CHP.

I agree. Think of how many signatures we could get if all CA clubs were involved.
