Total newbie here. The headset has an Allen head bolt. Is this what I loosen and them pull up on the handlebars to raise? I tried that and couldn't budge it. I then loosened the stem (two Allens) and all that did was spin the stem and bars around the post. What am I doing wrong?

Stop now and read this (http://www.sheldonbrown.com/handsup.html). You have unadjusted your headset. Threadless stems cannot be raised. If you want the bars higher, you need a steerer extender or more angled stem.

yeah a new stem is probably your best bet. you wont have much play with a threadless setup. maybe a few mm of spacers but other than that not a whole lot of variation is possible.

Thanks for the link and info. I just quickly read up and it does seem I'm going to need a stem with a higher "rise"?

thats the ticket. there are all kinds of cheap and generic ones at all the online retailers and im sure your LBS has something kicking around theyd let go on the cheap as well.
