I tried searching but I could not find anything in either the track forums or the UCI rule book. Have 650c front wheel bikes been banned? Can they even be used on the track for fun?

I'm sure you can use them for fun, just not for UCI races.

They are allowed on the track. Most pursuit equipment is illegal in mass start races.

UCI legal is pretty pointless for 99% of people who race in the states (at least for cross), I don't know for track.

both wheels have to be the same size with a diameter between 55cm and 70cm (with tires) for UCI legality.

UCI prohibits 650c fronts. All of the races you would compete in (unless you're seeding for national team or international competitions) are governed by USAC, not UCI. All national team qualifying and international qualifying races, must meet UCI requirements and as of Jan 1st, all NRC races have to meet UCI too.
I doubt any of the above conditions apply to you. You'll probably be okay for an open training, but I would ask before showing up to a race with one.
