No joke. There is a cafe which sells food and has a small bar, and just past the cafe is a full on bar. This isn't just in the same building it's part of the DMV.....

The DMV (actually the CSDD) in Riga, Latvia. To their credit they do issue a bicycle drivers license!

In theory you do need a license to ride a bicycle on the road if you don't have an automobile drivers license. The logic behind this is that you should know the rules of the road because you are also a vehicle on the road. It makes sense if you think about it.

It also makes sense because Latvia has one of the highest road death rates in the world, and a terrible driving culture. In a country of 2.5 million 15 pedestrians have been killed in the first 13 days of the year. It helps to know who has the right of way.....

If I were thinking about a cycling tour including Latvia would I as a nonresident be required to get one?

Not any plans in the works, but if I am curious, then 100 others are on the forum too, generally. It also gets the Q and answer in the forum database and searchable.

If you have a drivers license valid in Latvia then one would not be needed.

FWIW I've never heard of anyone being asked for a license of any kind while riding a bike in Latvia, and I ride every day and know plenty of cyclists. I imagine it exists so one can't claim ignorance of the traffic laws.

"Sure, why not?" i replied.

"What party?" asked the clerk.

"Independent." i said.

- three weeks later i got my voter registration card: Independent Democrats of Florida (there are 42 of us in our county of 600,000 voters - 38 more than the Independent British Beer Drinking Party's 4 members)...

- doesn't matter as i always vote for the party with the smallest hands most shallow in my pockets...
