Can I have an opinion on these two dents on a used bike I am looking at? Are they purely cosmetic or can they have an effect on the integrity of the frame? It is a CroMo frame.

Cosmetic. The big one is on the down tube, which is a tension member, so it shouldn't matter at all. The little on is on the side of the top tube, which is a bit more of a concern, but it's such a small dent, that I wouldn't worry about it.
Nice S&S couplings by the way.

Agreed, the dents themselves are not likely to be issues of impending frame failure but wouldn't a buyer observing them want to get that ruler out again and go over the alignment of the entire bicycle? Probably should be done anyway even if a bike looks cosmetically perfect, but here we have definite evidence of incidents in the past, minor or otherwise.

What did the folks at Co-Motion say when you sent them your question with your photos...???
I've seen worse and don't disagree that they're probably cosmetic; however, I would recommend getting the "best" informed assessment you can and that would most certainly come from the builder.

Hmmm. Never seen a threaded water bottle boss on the top tube of a Co-Motion tandem.

I did not ask them, perhaps I should, but good job identifying the maker!

Oh, c'mon, it's the latest rage.
<my bad> got thrown by the angle, and thought I was seeing rear brake cable. Maybe that's just a bolt head and washer balanced on top of the tube :P
Looks like my frame!!! You can't go wrong... so long as CO MO agrees the dents are not a concern.
Since they're so close to the coupler, they shouldn't be a concern. But by the same token, shouldn't competent builder be able to get in there and fix that?
