on cyclists.

Is this really a problem for cyclists? Seems like it would be better to ban automobile drivers from using cell phones.

I certainly hope this rule applies to autos as well. Fair's fair.

During the summer months when there are more people out on bicycles, I routinely see people talking on their cell phone while riding. A lot of times it's kids.
New Jersey already has a ban on driving while talking on non-handsfree cell phones. It's largely ignored as the driver must be pulled over for another violation before they can be issued a ticket for the cell phone offense. There is hope that it will become a primary offense eventually. Our seatbelt law started the same way, and now you can be pulled over simply if you observed to be not strapped in.

...but I enjoy riding no handed on my road bike talking on my cell while riding way too fast for a crowded MUP.
Yes, I did observe this last summer on the Cherry Creek trail while riding to the bus.

"Assemblyman Jon Bramnick, a bill sponsor, said the measure is meant to protect bicyclists and the people they may strike when riding and yakking at the same time.

``That is, in our judgment, a danger to pedestrians as well as to the bicyclists themselves, due to the fact that now they have one hand on the handlebars, they're talking to someone and they're on a public highway,'' said Bramnick, a Union County Republican."

 So how many people have been mowed down in this fashion that prompted legislature? Unlike driving with one hand while yakking on the phone. Is driving while on the phone illegal here....I sure hope so. The one hand on the handlebar argument is a good one to finally stop making hand signals as well. :) Sounds like they had nothing to do over the holidays.

"due to the fact that now they have one hand on the handlebars.
They should also ban getting drinks from waterbottle and using downtube shifters

I'm glad to hear he had a change of heart. Maybe he can find a real issue to start working on now.
