I've been reading the what I wore thread and lots of people talk about neoprene toe covers. I have a set I wear in the rain to keep my shoes dry, but for cold riding do people wear them inside their shoes or on the outside? 'Cause my toes were cold tonight.

In winter most people wear neoprene toe/full booties on the out side of there shoes/boots,they will provide a wind/rain block,but will not supply much added heat,which is what you need when it get"s real cold.

Toe covers basically shut off the venting properties of your shoe and add a minute amount of insulation where you'll most want it. A good option for cooler temps.
Outside ... with good thick wool socks inside the shoe over your feet.

I do wear neoprene toe covers under my shoes over a pair of heavy wool socks. I tried them over the shoe (they have cut outs for the cleats) but basically I like them better this way. I have not noticed any problems and they will probably wear better than the other way. I noticed that even with the cleat cut out ,
clipping in was wearing the bottoms out. Try them both ways and see which you like better. Your shoes will need some extra room to do this.

I'm in Ottawa, Canada and our winters are pretty damn cold (with the exception of this year so far) Here's what I've been doing since it started getting cold/messy.
I use Time ATACs with MTB shoes. I put my shoes on first, then I wrap my shoes with a plactic (grocery) bag. Then I put the neoprene bootie on. When I first started doing this, I would cut a hole out for the cleat, but later I realised that with the Time sysem, I could just clip in with the bag on. I can't speak for other systems, but it works great for me. The added wind protection is great and it keeps me dry in all conditions.
