I'm new to bicycles, but would generally consider myself to be mechanically inclined (although this issue here is leading me to question that assessment).

Regardless, I'm working on a Raleigh Grand Sport and I'm attempting to adjust my front derailer and am finding that even with the adjusting barrel screwed all the way down: (A) the chain is rubbing on the inner side of the cage and cannot be adjust any farther inward to correct it, and (B) When attemping to shift from the largest to the intermediate chainwheel, it usually skips straight to the smallest chainwheel.

I'm assuming these two things are symptoms of there being too much tension in the cable, but I'm tired of fiddling with the thing blindly, so any insight anyone could offer would be greatly appreciated.
