Is Chief of Police Wiggum from The Simpson's TV show an entirely fictitious character?
Nope. He was modeled on Jersey City Police Chief Thomas Comey.

When he crashed into another car on the Pulaski Skyway the night of Jan. 23, not only was Police Officer Kevin Freibott's blood alcohol level three times the legal limit for driving, but he had a six-pack of beer in the car with him, prosecutors say.
He had stopped at a Jersey City tavern, most likely near the Tonnelle Circle, to pick up the beer, said Hudson County Prosecutor Edward DeFazio. {Snip**
