Found this bike rental/tour place that is advertising their rental bikes will be on sale in September. 2003 Specialized Rockhopper FSR Comp bikes for $600. Think this would be a good deal if the bikes aren't just totally ragged out? Looks like they list for about $1140.

Yea thats a pretty good deal. About half off.

Rental bikes are usually junk after one year. Check it over good for shifting and braking. Look for cracks in the frame, especilly at the downtube/heatube weld. Forget about any warrenty.
