Ive stumbled across a few bike museums, but I can't always recall where they are.
There is a great one in Lincoln (Lincolnshire, UK), with lots of early Brit bikes.
In S.W France there is one attached to a chapel dedicated to cycling.

The French chapel you mention is probably at Ghisallo. The Madonna of Ghisallo is the patron saint of cyclists.

http://www.carillonpark.org (nothing on the site, but they just recently opened their building full of rare and exotic dayton made bicycles including tow of the last remaining Van Cleves hand built by the Wright Bros.)
and while this is not a museum (http://www.daytoncyclingclub.org/wright_flight.htm) its going to tour all of the Wright Bros-related cycling and avation related historical sites (including museums) in the area before departing for Kitty Hawk Nc.
