Am I correct that the smaller ring on a double crank typically doesn't have pins and/or ramps? Thanks!

Yes. Double chainrings are often matched tho. There is a letter code stamped before the tooth count.

Same thing with the little ring on a triple.

Correct, the granny ring on a triple has no shaped teeth or ramps. That's what makes it so easy to change the typical 30T granny ring on a road triple for a more useful (for me anyway :)) 26 or 24T ring. You can use any makers chainring with the correct BCD and not worry about orientation when you install it.
FWIW I've mixed the "matched" chainrings ("Oh my ghod, don't let them As get near them Bs!") and have yet to notice any decrease in shifting performance.
I've been using non-ramped and pinned rings recently and the shifting is acceptable.

So have I and "acceptable"? Yes. Good? No.
