Just purchased a new R700 compact with Ultegra outboard bearing bb. I've found that the bb doesn't move as freely as an ISIS style or older square taper bb. Is this normal? Overly greased from the facotry and part of the breaking process? The crank and bb have yet to be installed, fyi. Thanks

Lots of grease and snug seals - both a good thing. I don't see a problem. :p

They will free up after you ride it, but the design has inherent bearing drag. This is due to the preload on the bearing on the left crank arm. Its something you have to deal with. However, I think the drag is offset by the stiffness of the crank.

If you want a crank that has external bearings and still spin as smooth as the older BB's, go out and get a Campy Ultra Torque crankset
