Mea Colpa if this has been asked, but can I use a strap for a toe clip pedal with a look-type pedal, to hold my foot in case the clipless pedal releases?

Yes. Search here on the track forum, on the single-speed/fixed gear forum, and at www.fixedgearfever.com. Plenty of fodder.

The question was if you could attach them to a Look pedal, not what pedals can you attach them too.

With Look keo's you may have to get creative. On older/cheaper Look's and Shimano SPD-SL's I've seen them attached by using an old toe clip end and short self tapping screws. If you can use the toe clip end your able to better adjust where the strap needs to fit over your foot.

I sent my SPD-R's up like the the first pair in the pictures.
