Hey, My Devo is really stiff, id like it to be a little more plush. Its an 04 with swinger 4way and jr ts.

Is it the coil or air spring swinger?
If it's air, just reduce the air pressure a little bit. If you don't own a shock pump, get one.
If it's coilover spring, there's an adjusting thread on it. If you can't get it to your liking by adjusting that, you can order a softer spring through any bike shop that deals Manitou parts.
