Which country do you think has the best cigars? I like Hondurans and think they have come along ways in their tobacco development and soils in which they grow.
My favorite handmade sticks are:
-Drew Estate Java
-CAO Brazilla's
-La Gloria Cubana Serie R selections
-Puros Indios (great value)
-Perdomo line
Overrated cigars:
-Most authentic Cubans (good but not worth the money and their fields just don't produce good sticks anymore)
-Cohiba (Really over price Dominican here!)

You can buy cubans in Costa Rica - I have heard good things about Nicaraguan cigars. I don't smoke anything anymore so I can't give you any first hand info.

Dominican Republic. Yeah lots of cigars from there very well could be dog rockets, but there are some rather impressive one to have come out of that region as well.

I'm an equal opportunity cigar smoker. I did pick Nicaragua, but only because I smoke more cigars from that region. Cubans are a bit more hit or miss, as they don't age them before shipping. A lot people smoke a cuban brand cigar right out of the shop and don't care for it. That combined with them being more inconsistent than the big name domestic producers (Fuente, Padron, CAO, etc) has given them a spotty reputation.
The worst thing that could happen for Cuban cigars is for the embargo to end. The United States consumes far more cigars than any other country, and the huge influx of demand for Cuban cigars would kill the quality and greatly raise the prices.
Dominican. I think Cubans are overrated for the most part. Not that I smoke cigars that often, but in general, Cubans I've had have been more "miss" than "hit."

I've had the opposite experience, more or less. But I've been offered many counterfeit cigars, usually from friends and other acquaintances that have a "hook up". On almost all of these, I smoked the cigar a little, then put it out and cut it open with my pocket knife to find short filler and scrap tobacco.
The only way to get guaranteed authentic Cuban cigars is to buy from a registered La Casa del Habano. If your brother's roommate's half Cuban neighbor knows a guy who works in a factory, odds are you're getting bum merchandise.

You would be surprised how many fakes come out of Cuba itself. Alot of Cuban seconds would be factory workers using scrap floor scrapings and filling a wrapper for a smoke. It is the poor man's smoke so to speak.
Authentic pre-embargo Cubans I have a source to are the best hands down. The tobacco came from Cuba but was rolled by a legitimate factory (non-embargo facotry that is) and were some of the best sticks I have had for $20 per pop.
People who say they have smoked Cubans from like Mexico when they travel and other countries are actually most often smoking a DR or some other with a Cuban pirated label on it. Rarely does anyone ever get their greedy paws on a real 100% pure Cuban.

I agree with your points on some of that. If you're in Mexico and find a liquor shop selling Cuban cigars, you're probably getting taken. The most common fakes are sold in wooden boxes with glass tops. There are many fakes out there so authentic looking the only way to tell is the seal.
If anyone is traveling abroad and would like to find some authentic Cuban cigars, visit a registered La Casa del Habano. You can find a world directory here (http://www.lacasadelhabano.cu/mundo_i.asp). Anything else is a gamble.
