If you ride it right, yes.

A fixed gear can help you develop power if the gear is really too high for the hill you're climbing. But then you could use a higher gear on a multi-geared bike and it would do the same thing.
A fixed gear can help you pedal faster if the gear is lower for the flat or downhill than you would use on a multi-geared bike. But then you could shift to a lower gear.
So the answer to your questions has to be "no, not necessarily".
