Touring - ' need opinions on possible bike purchase please!

I saw a decent condition Raleigh-Motobecane road bike or maybe its a touring bike in my local pawnshop. It's priced at $100. Stickers are in French. It looks like steel frame to me but I didn't bring a magnet so I couldn't really tell. Its fairly light and best of all, it fits me just fine.
It has few scratches here and there (but nothing really bad) and it has the usual flat tires. Brakes seems to work fine also ( I didn't ride it).
Will this be a good commuter/touring bike? Is the price good enough or should I just save for a new touring/commuter bike?

Regardless of whether it's a decent bike, the most important part of this specific equation is the condition of the bike and how well it fits you - period. If you want to consider buying this bike, make sure you can test ride it first. Being that it's a pawn shop, they might be able to get it in riding condition if you tell them you're interested.
