I am in the market for a 2nd bike for riding in the rain. Some older bikes have the 27" wheels, can I just switch cassettes on the rear and convert to my 700c spare wheelset?

Oh, by the way I have an extra 7 speed wheelset I plan on using! I forgot to put this in the prevoius post.

If the bike has 27" wheels it probably does not have a cassette type hub. You can put the 700c wheel set on a 27" bike but the brakes might not reach the rims. They do make long reach brakes for this. It might be better to keep looking for a 700c bike, tho.
