WTB 3 or more cheapo bolt on MTB front wheels

I'm looking to buy 3 cheapo bolt on 26" MTB front wheels. I'm putting together a few cheap, but decent steel frame bikes to sell as urban go anywhere bikes. Lotta students, young folks want a bike, but can't pay more than maybe $75-$110.
The main idea of the bolt on wheel is that it makes them tougher to steal-New Orleans is bike theft central as well as Murder Central.
Delivered three wheels are probably worth just $30 to me,so this ad is mainly aimed a local NO folks.Shipping 3 wheels FedEx would cost $25,so no point in shipping.Might be interested in rear wheels also.The wheels can be ugly, but they have to be functional.

Hmm,

You could try these - three new wheels with tires, shipped for between $80 and $90. They're QR but Nashbar has some QR skewers that require an 5mm hex key wrench for $8.
