Does anyone know the ID of this shim? Will I be able to use my 26.8mm suspension seatpost with it?

I would be concerned about strength on a smaller diameter post. Strength goes up dramatically (exponentially?) as diameter increases.
I agree with mcalpik, and I think it will be nearly impossible to find the shim you are looking for.
But here is an option for you.
Check out the Dahon telescoping seat post at this link at the bottom of the page.

This would allow you to use your beam rack and a 27.2 mm seat post (if you were set on using a 26.8 seatpost it might be easier to find a shim for this telescoping seat post than for the dahon frame, and it would be much stronger).
