Say you're really good at ITTs, but suck at crits and RRs. Can you win a bunch of ITTs and cat up from 4 to 3 that way?

nope, you are supposed to learn how to race and not be a total menance in the higher cats.

Sounds like you just need to get good at attacking. But, as others have said, you need mass start points.
If you're just interested in doing ITTs, what difference does it make what category you're racing? I guess your results could be in a different bunch, but I usually look at overalls for TTs. The best Cat 4 will usually be in the top 20 overall, so it's good to look at the entire field.

My thoughts exactly.
If you showed up to a Cat3 crit, never having done any Cat4 races, there are several possible outcomes:
1) You crash, taking several souls with you.
2) You keep it upright, but get spat out the back so quickly you won't know what hit you.
3) You are SUPER strong. You stay at the front the entire time. Every time there's a prime, people swarm you, and eventually a break gets off.
4) Continuation of #3. No break gets off, but you get swarmed the last lap, as everyone and their mother, who have been hiding in your draft the entire time, come pouring up the sides. You take 32nd place.
I would put my money on #2, then #1.
