Anyone know a good basic model that is waterproof? My last two ones died after being ridden in a heavy downpour. Do not want to spend a ton, and would prefer a stem mounted one, but most importantly, waterproof and rugged.

My Cateye Enduro appears to be waterproof. It's been through many downpours. Unfortunately it'll lose the signal with the sensor as the contacts on the mount get wet, and eventually those contacts began to corrode. So if you ride in downpours a lot, I would recommend a wireless Cateye (this assumes that the unit is waterproof like my Enduro is), and you don't have corroding contacts that essentially rendered mine useless.

Just put a small sandwich bag over it with an elastic.

I've used Sigma (wired) bike computers for thousands of miles, including many long rides through pouring rain. Only once have I had one go out on me in the rain, and that was one that I'd dropped and had a small crack in the lens. I've never tried wireless because of concerns about interference from electric lines (as happened frequently with Polar heart monitor), other bike computers, etc etc etc.

I have a cateye astrale 8. I've ridden with it in some serious downpours. The only issue is the contacts between the base and the unit. It would start giving erroneously slow readings. Then one day I wrapped a thick rubber band around the bottom of the unit and it worked fine.

I have a basic $20 Cateye Mity 8 on my bike. It's been through innumerable downpours, including a 400K that had 18 hours of rain and five blizzards and it's been solid all throughout. The magnet's surface is all rusty and corroded but it still works and the magnet still has a pretty good pull.
