My carbon bottle cage came with two bolts of course, but it also came with two washers.
My question is: Do the washers go between the frame and the bottle cage or do I put the washer on the bolt like you normally would?

The washers are just to add enough extra weight to bring you up to the UCI minimum now that you've got such a high-zoot light-weight cage. You don't need them.

OK, since I've never seen a washer under an Allen screw, I'm going to say they go between the frame and cage.

The washers go under the head of the bolt to spread the load. They also allow the head to spin on the washer instead of what it is tightening against. In your case it would be the carbon. If you will look all your allen bolts will have washers under the head. I know mine does.

I'd put both washers on one bolt [one between the frame and cage, the other between the cage and bolt], and no washers on the other bolt. After a month or two, check to see which side is holding up better...

Seriously, though, the washers go between the bolt head and whatever you are securing it to.
