I use a park bar alignment tool and verify with my eyes, the tool works well and always puts the bar right on center.

As your average shade tree bicycle mechanic I don't have a bar alignment tool. I align the bar by eyeball. Standing in front straddling the front wheel I visually try to align the wheel, stem and top tube. This often winds up right on, but occasionally I have to tweak it after riding a mile or so. I can tell as soon as I get on the bike whether it is aligned the way I like it.

a long string...taped to the back of the seat...stretched to the handle bars...should be the same length to any two points on each side (ie: hoods, end of bar, etc.)

I do it by eye and if someone says it is crooked, I loosen the binder and tell them to "Knock your self out"
