Is there any way to fix it without getting a whole new one? its not too bad, just annoying.

Wheel frame? Do you mean the rim? If so, it can be repaired if the damage is not to extensive.

Still totally ridable. Just that I dont run a smoothly and that it is a bit hard to start out
Most likely can be fixed then, when spinning it on the bike how much movement do you see side to side? .5 inch.. 6 inches.. :)
Take it to a shop and see if they can true and dish it.. Also, check the dropouts, you may have the wheel mounted unsquare.

Ya, it might be not on staight...and it is ofset about a CM...its the closest thing that I could find to it. So maybe about a quarter in?
