Do you know if helmet is required in NY state? How much is fee when I get stopped?

I am of the understanding that it's not required for persons over a certain age, which I think is 14. I know that I have cycled past plenty of university cops with my noggin exposed. Not one of them has ever stopped me to deliver a lecture or a fine.
Insert here: lecture about how helmets are a good idea.
California law requires helmets until age 18. By the way, Bob, a helmet is a LOUSY idea if it tempts you to ride carelessly (risk compensation) or to feel otherwise invincible.

Here's the law (http://public.leginfo.state.ny.us/menugetf.cgi?COMMONQUERY=LAWS) (click VAT, article 34, section 1238). Sorry, I can't give a direct link. Basically, it says:
§ 1238. Passengers on bicycles under one year of age prohibited; passengers and operators under fourteen years of age to wear protective headgear.

on my camping trip through NY at one camp ground, the paper they gave every one had rules, and it said something about helmets being required (not sure if they have to be adults or not)
So, every time we saw a child with out a helmet for the rest of the trip, we yelled "HELMET" at them

I know of Ontario adults being lectured by police officers about how they must wear helmets by law even though Ontario doesn't have a helmet law for adults. :rolleyes:

If your bicycle has an electric assist motor, you are required to wear a helmet, and persons under 16 are not allowed to ride an electric bike at all.
