You might want to specify what type of riding you do. MTB, Road, Cyclocross, Track..... Also, what do you plan to do with your tire/wheel combo. Racing, Recreation, Club rides, urban assualt.

One question that has been left out, how much are you willing to spend on a set of hoops? That will be your first limiting factor.

I also have a question for tires, whats the difference between ''UST Tubeless" tires and the normal ones? Would they both fit on the rims? Or does it just mean that the tires dont come with a tube?

Tubeless tires do not require a tube,IF you use them with a tubeless rim. They will be out of you present budget. With you present budget I would just get tires, it will be hard to find a wheel set that would be a true upgrade with your budget. There is a lot of good stuff out there. Panaracer Fire XCs, good all around tire, not to great in the mud, Specialized Rollers, pretty open tread, very sticky for urban, Hutchinson Mosquitos, good all around tire
