new here six months and still learning the way of the land.

says here:

that i don't pay sales tax, but instead a hwy tax of 3%?

then;
http://www.ncdot.org/dmv/vehicle_services/registrationtitling/howToRegister.html
Certificate of Title $40.00
Instant Title $75.00
License Plate Registration Fee for Private Passenger Vehicles $28.00

so $40 to title, then for $35 extra i can get an instant title? or is it $115.00 to title a car?

I wish I could help you with this, but my truck won't pass the safety inspection so I have it registered in Georgia. They said something about not having a horn, or a functional exhaust system.

If they can't hear my exhaust, the chances that they are going to hear the horn are slim.

Getting the DMV to hurry on anything for only $35 is some sort of miracle. I've known people who lived here for many years and kept their old state's registration. Presumably, they just lie about the vehicle's address to their old state's DMV.

You only need instant title if you are bringing the car in from out of state and want to sell it to a private party immediately. Otherwise you will get it in about 3-4 weeks depending on the amount of work at the Title office in Raleigh.
