Texas - BP MS 150 rider transfer

My riding partner has dropped out and I have found someone who is willing to pay 400 to take the spot, does anyone know how to go about this? the original rider has left town and will not be able to attend the packet pick-up, can we (me and the person looking to take that spot) just go to the packet pick-up and explain to them what happened? should I bring a signed form/letter from the original rider?
If you bring the signed waiver form from the original rider, they should be able to allow you to pick up the packet for your friend. Then you could give the packet to the person taking their place so they have the rider numbers, wrist band, etc.
I would not explain anything at the pickup as from what I have heard, the MS150 will not let you transfer rider numbers.

I don't remember them checking any IDs... then again... I didn't have a license when I started doing it either. Do you have any kind of registration number? If so, I'd have your new friend say he forgot his wallet/ID, and pretend he's your old friend.
ok well I'm just gonna go to the packet pick up and try'n acted like the new rider is the orginal rider...

They dont transfer anything. Officially, one of the guys on my team was my little sister, who wasnt able to ride. I shouldve teased him about that more. They never check any kind of ID so its no issue really.
